Prepare the Baking Dish: Grease a 9×13 inch baking dish to prevent sticking. Place two flour tortillas at the bottom of the dish. You may need to trim them slightly to fit the shape of the pan.
Layer the Ingredients: Spread half of the refried beans evenly over the tortillas. Layer half of the seasoned ground beef on top, followed by 1 cup of salsa. Sprinkle one-third of the shredded cheddar cheese over the salsa.
Repeat the Layers: Add another two tortillas, then layer the remaining refried beans, ground beef, salsa, and another third of the cheese.
Top it Off: Place the final two tortillas on top and sprinkle with the remaining cheddar cheese.
Bake: Place the dish in the oven and bake for 20-25 minutes, or until the cheese is fully melted and bubbly.
