Preheat oven to 350°F (175°C).
Cook ground beef in a large skillet over medium heat until browned; drain excess fat.
Add chopped onion, bell peppers, and garlic to the skillet. Cook until vegetables are soft (about 5 minutes).
Stir in cream cheese until melted and well combined.
In a bowl, whisk eggs and heavy cream together. Season with salt and pepper.
Layer the beef mixture in a greased baking dish. Pour the egg mixture over the top.
Sprinkle shredded mozzarella and provolone evenly over the top.
Bake for 25–30 minutes or until set and cheese is golden brown.
Cool for 5 minutes before serving.
